BISHKEK. July 22 (Interfax) - Kyrgyzstan plans to construct an oil refinery with design capacity of 450,000 tonnes of petroleum products per year in the southern city of Kochkor-Ata in the Jalal-Abad Region, the government's press service said on Wednsday.
